On March 23, 2021, representatives of the University attended the seventieth bargaining session with the union committee representing graduate student assistants. The bargaining session was held via video conference.

Interim Provost Ira Katznelson joined the bargaining session to introduce proposed additional revisions to the University’s EOAA appeals process to address the Union’s request for an independent, third-party review of EOAA determinations.

Under the proposed revisions, a trained, independent appellate officer from outside the University will be available to hear appeals of EOAA determinations, including EOAA resolution of harassment and discrimination claims. The appellate officer will be selected on a rotating basis from a pool of individuals with experience in higher education and/or employment law. An advisory group with representatives from various constituencies including GWC-UAW, Local 2110, will provide input for the selection of the pool. These proposed revisions are in addition to the previously proposed enhancements providing two additional grounds for appeal: conflict of interest/bias of an investigator affecting the outcome and questions concerning interpretation of University policy affecting the outcome. 

The parties discussed the revised EOAA procedures. The Union offered to provide input regarding further enhancements to the revised procedures but continued to demand third-party arbitration of harassment and discrimination claims.
